How to Tell If Your ISP Is Throttling Your Internet Speed

Your internet feels slower on weekday evenings. Or maybe it’s fine for most things but streaming video drags. Or your speed test shows 40 Mbps when you’re paying for 200 Mbps. The question that comes up: is your ISP deliberately slowing certain types of traffic?

ISP throttling is real, documented, and more common than providers would like to admit. Here’s how to determine whether it’s happening to you — and what your options are.

What throttling actually is

Throttling is when your ISP deliberately limits the speed of certain types of traffic or limits your overall speed under certain conditions. It’s different from a slow connection due to network congestion, though the symptoms can be similar.

There are a few types:

Data cap throttling. You’ve used your monthly data allowance (or a significant portion of it), and your ISP reduces your speeds for the rest of the billing cycle. This is common with cellular plans and appears on some home plans. If your connection slowed down partway through the month, check your data usage in your account portal.

Traffic-type throttling. The ISP identifies specific types of traffic — video streaming, P2P/torrent traffic, VoIP — and applies lower speed limits to them. This allows the ISP to prioritize or deprioritize specific services. Netflix and YouTube have both documented ISP throttling in the past; it was one of the major net neutrality arguments.

Peak-hours congestion management. This is slightly different — it’s not targeted throttling so much as your ISP not having enough capacity on shared infrastructure during busy periods. Between 7pm and 10pm on weeknights, millions of people are streaming simultaneously. Local infrastructure gets congested. Speeds drop. This is technically a capacity problem rather than deliberate throttling, but from your end, it looks the same.

How to test for it

Baseline first. Run speed tests at different times of day — morning, afternoon, evening — over several days. Use Speedtest.net or Fast.com. Note the results. If speeds are consistently lower in the evening, that’s congestion (their problem or your neighborhood’s).

The VPN test. This is the most useful test for traffic-type throttling. Connect to a VPN and run a speed test. If your speeds improve significantly with the VPN on, it strongly suggests the ISP is throttling specific traffic types. A VPN encrypts your traffic, so the ISP can’t see what type of traffic it is — and the throttling rules don’t apply. Before/after numbers that differ substantially are meaningful data.

Test streaming specifically. Use a service like Waveform’s Bufferbloat test or Netflix’s Fast.com while connected normally, then again with a VPN. If streaming speeds improve dramatically with the VPN, that’s a strong signal.

Use Cloudflare’s WARP. WARP is a free, lightweight VPN from Cloudflare that’s specifically designed to improve performance rather than hide your location. Run your speed tests with and without WARP. Unlike full VPNs, WARP doesn’t route your traffic through a distant server, so speed differences are more likely to reflect throttling than VPN overhead.

Interpreting the results

A meaningfully faster connection with a VPN than without it, especially on streaming or at specific hours, points to throttling. Document the numbers: time of day, test without VPN, test with VPN, which service you tested.

A consistently slower-than-advertised connection at all times, with no improvement on a VPN, suggests a different problem — infrastructure capacity, your local loop, your modem, or a general capacity shortfall on your ISP’s network. Not throttling in the targeted sense.

What you can do about it

Contact your ISP. Not because it’s likely to solve the problem, but to document the complaint. In some regulatory environments, documented complaints create accountability. It also occasionally produces a technical resolution if the issue is something fixable on their end.

Use a VPN as a workaround. If the VPN test shows significant improvement, using a VPN for streaming and sensitive traffic is a practical mitigation. It prevents your ISP from identifying and throttling specific traffic types. Mullvad and ProtonVPN are my recommendations here.

Switch providers. If you have options — fiber, cable, or fixed wireless alternatives in your area — throttling that’s both confirmed and persistent is a legitimate reason to switch. Competition remains the most effective long-term incentive for ISPs to treat traffic fairly.

Check if your plan has data caps. If you’re on a plan with a data cap, read the fine print about what happens when you hit it. Some ISPs reduce speeds substantially rather than charging overage fees. Using less data before the cap resets, or upgrading to an unlimited plan, is the direct fix.

The honest assessment

Throttling is real, but not every slow connection is throttling. Eliminate the obvious causes first — weak Wi-Fi signal, old router hardware, congestion on your home network — before concluding your ISP is the problem. The VPN test is the most reliable way to isolate throttling from other issues. If the test is inconclusive, the problem may be somewhere else entirely.
